Rental Properties
Snow Belt owns ten apartment buildings and manages two others. The Snow Belt owned and managed apartments are affordable housing, and, unless otherwise indicated, are subject to Section 8 income and rental guidelines. Snow Belt managed apartments are for the handicapped and the elderly.
The income eligibility limits for tenancy for most rental apartments is based on income limits for affordability.

Snow Belt Headquarters Building
Snow Belt is located on the corner of South State and Water Streets along Mill Creek in the Village of Lowville. Snow Belt moved into its current space in 1986 after renovating the abandoned structure into office space and two apartment units. Additional upgrades were performed in 2008, including updated kitchens and bathrooms. The walk-up apartments each have two bedrooms and include kitchen appliances. Off-street parking, water, sewer, garbage removal, oil heat, and snow removal are provided. Tenants pay their own electric. Rental rates are based on income at initial occupancy of 60% of area median income.

Sunburst
This two-unit, three-bedroom townhouse on Main Street in the Village of Copenhagen was constructed in 1987 on a site donated to Snow Belt by the United Church of Copenhagen. An oil-fired hot water boiler system and vinyl siding were added in 1997. The units have wall-to-wall carpeting, kitchen appliances, storage, large yard with grounds keeping, water, sewer, garbage removal, and off-street parking. Rental rates are based on income at initial occupancy of 60% of area median income. Tenants pay their own utilities, including fuel oil.

Elm Tree
This three-unit apartment building, located on Elm Street in the Village of Lowville, contains two, two-bedroom units and one, three-bedroom unit. Each unit includes kitchen appliances, large yard with grounds keeping, off-street parking, snow removal, water, sewer, and garbage removal. Tenants pay their own electric and natural gas heat, which was added in 2008. Rents are at low HOME rent for tenants with incomes of 60% of area median income.

This duplex is located on the Cut-Off Road in the Hamlet of Beaver Falls. This building was rehabilitated in 2008. The units have three bedrooms and rent includes kitchen appliances, water, sewer, garbage removal, storage, large yard with grounds keeping, and off-street parking. Both units are rented at the low HOME rent. Tenants pay their own electric and natural gas heat costs.

Pinecrest Manor
Located on Cataract Street in the Village of Copenhagen, this apartment building has four units; two two-bedrooms and two with one bedroom, including one handicap accessible unit. Units have carpeting, kitchen appliances, and include water, sewer, garbage removal, off-street parking, heat, large yard with grounds keeping, and snow removal. Tenants pay between 30-48% of income for rent and are responsible for electric.

Apartments have kitchen appliances, oil heat, and rent includes heat, water, sewer, garbage removal, off-street parking, snow removal, grounds keeping, and storage. Tenants pay their own electric.

Domingo Project
This side-by-side duplex with four bedrooms each on South State Street in the Village of Lowville was completed in June 2002. Both units are targeted to families with incomes at 50% or less of area median income. Rent includes water, sewer, garbage removal, grounds keeping, and snow removal. Each unit has new kitchen appliances and off-street parking. Tenants are responsible for heat and electric costs. Other improvements include new energy efficient windows and doors, vinyl siding, insulation, new vinyl deck, and total replacement of outdated electrical and plumbing systems and fixtures, including natural gas boilers and hot water heaters, carpet, and wall treatment.

High Falls Apartments
This twelve-unit secure complex located on Cherry Street in Lyons Falls was built in 1987 with a loan from Farmers Home Administration (now Rural Development). The Lyons Falls Housing Development Fund Company owns the facility and NYS Rural Rental Assistance Program provides rental subsidies. Tenants pay 30% of their income for rent and utilities. The units have one bedroom and include kitchen appliances, carpeting, gas heat, water, sewer, off-street parking, large yard with grounds keeping, and snow removal. A laundry room, lounge, and community room are available on-site. Recent renovations include a new roof, energy efficient windows and doors, and siding. Tenants must be income-eligible and be over 62 years old or be handicapped or disabled of any age. One-month basic rent for security deposit is required.

Whitton Place Apartments
This twelve-unit complex located on East Main Street in Port Leyden was built in 1987 with a loan from Farmers Home Administration (now Rural Development). The South Lewis Housing Development Fund Company owns the facility and rental subsidies are provided by the NYS Rural Rental Assistance Program. Tenants pay 30% of their income for rent and utilities. SMOKING POLICY: Smoking shall be prohibited in all enclosed areas of High Falls and Whitton Place Apartments. This includes, but is not limited to, the Community room, all common areas, individual apartments, hallways, restrooms and any other enclosed areas. Smoking is also prohibited within 25 feet of any entrance, exit, open window, or air intake of the building. This no smoking policy shall be effective October 1, 2007 for current residents and effective immediately for new residents. This policy applies to all residents, guests, workers, and employees. Residents who violate this policy will be subject to a lease violation and possible termination of tenancy in accordance with the provisions of the lease.
